History During the times of the Virginia Colony, Surry County was formed in 1652 from a portion of James City County (one of the original 8 counties formed in 1634) south of the James River. It was named for the English county of Surrey. Surry County initially consisted of two parishes of the Church of England: Lawne's Creek and Southwark.
Born in Oakland, California, Harris graduated from Howard University and the University of California, Hastings College of the Law. She began her law career in the office of the district attorney of Alameda County. Harris was recruited to the San Francisco District Attorney's Office and later to the office of the city attorney of San Francisco.
