After attending Eastern Michigan for a year, Bailey began his college career at College of DuPage, a junior college in Glen Ellyn, Illinois. As a freshman, Bailey played the 1990 season as a defensive back, not having played defense in high school. He led DuPage with five interceptions and three fumble recoveries, earning All-N4C Conference honors.
