In 1868, the State of Connecticut gave the Navy exactly 112 acres (0.45 km 2) of land along the Thames River in Groton to build a Naval Station. Due to a lack of federal funding, it was not until 1872 that the two brick buildings and a T-shaped pier were constructed and officially declared a Navy Yard.

The French Navy (French: Marine nationale, lit. 'National Navy'), informally La Royale, is the maritime arm of the French Armed Forces and one of the four military service branches of France. It is among the largest and most powerful naval forces in the world recognised as being a blue-water navy.
The ship was laid down in March 1984 and launched in October 1985 at the Fore River Shipyard, Quincy, Massachusetts.Later acquired on 20 November 1985 by the Maritime Administration for operation by American Overseas Marine.
