James Basil "Gib" Godwin III (born February 6, 1951), [ 1][ 2] a retired Rear Admiral (upper half) of the United States Navy, was the Program Executive Officer – Enterprise Information Systems of the Department of the Navy. His responsibilities included oversight of the Navy/Marine Corps Intranet .
NMCI has been called the largest private network in the world, with approximately 400,000 "seats". EDS provided the network, desktops, laptops, servers, telephones, video-conferencing, satellite transceivers, and overall management of the intranet.

The NMCI contract took over the Navy's legacy computers and charges the Navy for the use of the legacy computers and the NMCI computers that can't be used for most developing.
