Entire recruitment to the service is made on the basis of an annual competitive examination conducted by Bihar Public Service Commission called BAS officers. There is no provision for entry into BAS through promotion from Circle Officers of Bihar Revenue Service (BRS) unlike in most states where Tehsildar and equivalent revenue officers are promoted into their state administrative service.
Bihar Police Subordinate Services Commission (BPSSC) Bill was passed in Bihar State Assembly on 31 March 2016. The Government created the commission in order to handle the recruitment of subordinate staff of only those departments where the recruits covered are required to abide by certain physical fitness norms and also have to wear prescribed uniforms.

New campus. After loss of Police Academy to Jharkhand, Government of Bihar started the process to set up a new campus for Bihar Police Academy in Rajgir, Bihar. The academy was inaugurated on 3 December 2018 by chief minister shri Nitish Kumar. The budget for the new campus is Rs. 206 Crores and the area of the campus is 133 acres.
