History. Fraser Health was created in December 2001 as part of a province-wide restructuring of health authorities by the then-new BC Liberal government of Premier Gordon Campbell. Surrey Memorial Hospital began operations in early 1959 and officially opened on 31 January. It is one of twelve hospitals under the jurisdiction of the Fraser Health Authority, which provides health services to more than 1.8 million people.
