Early life and career. Matz was born in New York City on August 25, 1950. Matz has a B.S. from Cornell University and a Master of Arts from George Washington University. She began her career working for the United States Department of Housing and Urban Development in New York and then served as a staffer for Congressman Peter A. Peyser (D-NY).
