Lam was sworn into office on an interim basis on September 4, 2002. On November 12, 2002, Lam was further sworn in as a Senate confirmed presidential appointee.
Education and career. Born in New York City, Miller received a Bachelor of Arts degree from the University of California, Los Angeles in 1964 and a Juris Doctor from the UCLA School of Law in 1967. Miller was a deputy state attorney general of California from 1968 to 1987. He was a judge on the San Diego County Superior Court from 1987 to 1997.
