As of 2011, it is the second most populous district of Bihar (out of 38), after Patna. East Champaran is the second most crowded district of Bihar. The district gets its name from the union of two words, champa and aranya. Champa alludes to scented blossom trees and Aranya alludes to the home or an encased spot.

The Bihar Public Service Commission initially began its functioning for the State of Bihar with its headquarters at Ranchi. The State Government decided to shift the headquarters of the Commission from Ranchi to Patna and it was finally shifted to Patna on 1 March 1951.

The term of the previous Sixteenth Legislative Assembly of Bihar ended on 29 November 2020. The election was held in three phases for a total of 243 seats:- the first for 71 seats on 28 October 2020, the second for 94 seats on 3 November 2020, and the third for the remaining 78 seats on 7 November 2020.
