Bush from 2001 to 2009 and as United States Secretary of Transportation in the administration of Donald Trump from 2017 to 2021.
James Si-Cheng Chao (Chinese: 趙錫成; pinyin: Zhào Xíchéng; born December 29, 1927) is a Chinese businessman, philanthropist, and former sea captain. He is the founder of the shipping company Foremost Group. He is also known as the father of Elaine Chao and father-in-law of United States Senate Minority Leader Mitch McConnell.
Foremost Group was founded in 1964 by businessman James Si-Cheng Chao and his wife Ruth Mulan Chu Chao, who each immigrated to the United States from China by way of Taiwan. On January 31, 2017, the Senate confirmed her appointment by a vote of 93–6.
