7 February - The Uttarakhand Legislative Assembly passes the Uniform Civil Code (UCC) Bill 2024, making Uttarakhand the first state in India to have a law on the Uniform Civil Code. Chief Minister Pushkar Singh Dhami describes it as a "historic moment" for the country.
In SGML, HTML and XML documents, the logical constructs known as character data and attribute values consist of sequences of characters, in which each character can manifest directly (representing itself), or can be represented by a series of characters called a character reference, of which there are two types: a numeric character reference and a character entity reference.
HTML's usage of character references derives from SGML. HTML character references. A numeric character reference in HTML refers to a character by its Universal Character Set/Unicode code point, and uses the format &#nnnn; or &#xhhhh; where nnnn is the code point in decimal form, and hhhh is the code point in hexadecimal form.
In order to work around the limitations of legacy encodings, HTML is designed such that it is possible to represent characters from the whole of Unicode inside an HTML document by using a numeric character reference: a sequence of characters that explicitly spell out the Unicode code point of the character being represented.
