The rainfall began to move towards West Virginia and central Kentucky the following day, and began to encompass almost all of West Virginia on July 29. On the morning of July 29, the WPC issued a moderate risk outlook for excessive rainfall, but shifted it into Eastern Kentucky and almost all of West Virginia.

The Excessive Rainfall Outlook for today shows the threat of heavy rain in our basin. NJ, DE, PA, MD and NY are under the highest threat.

Hurricane Hilary. Hurricane Hilary was a large and powerful Pacific hurricane in August 2023 that brought torrential rainfall and gusty winds to the Pacific Coast of Mexico, the Baja California Peninsula, and the Southwestern United States, resulting in widespread flooding and mudslides.
A Day 2 convective outlook was also issued concerning a level 2/slight risk and a 5 percent tornado risk for portions of Florida, Georgia, South Carolina, and North Carolina. A moderate risk of excessive rainfall was also issued by the Weather Prediction Center, for the most of the same areas included in the Day 2 Convective outlook.
