The school started in 1974 as a shared campus with the established Villa Park High School for students in grades 10–12. Upon completion of the Anaheim Hills campus, a variety of names were considered for the site. A ballot of three proposed names was given to the students of Vista Del Rio Jr. High School to vote on.
In 2009 the superintendent took measures to crack down on students from Mexico who were illegally attending district schools. Prior to the crackdown many residents of Ciudad Acuña used false addresses to attend SFDR-CISD schools. In 2009, the school district was rated "academically acceptable" by the Texas Education Agency.
Between 20 and 25 students will initially be admitted to the program, which has a total four year cost of $32,000, far less than the cost of in-state tuition at a four-year Arizona public college. At the time of launch, it was hoped to grow the program to include 100 students per cohort in three years. [20]
PUSD offers an open enrollment process, and 80% of Blair's students attend Blair on permit. Over 100 students come from cities outside the PUSD attendance zone. The IB programme is cited by many of these non-PUSD families as the reason they chose Blair. On February 6, 2019, the high school campus completed its $28.4 million renovation project.
